Project Location and Industry Background
Located in the South Pacific, New Caledonia is a French overseas “sui generis collectivity.” With the continuous expansion of the local nickel mining industry and the construction of urban power distribution networks, the demand for trenchless horizontal directional drilling has been rising year by year. Traditional excavation methods can easily damage the ecosystem of coral reef lagoons, making trenchless directional drilling the preferred solution for local municipal pipeline installation.
We undertook this directional drilling technical service project for a PE power pipeline in the town of Bouloupari, New Caledonia. The client, a local power construction company, had limited hands-on experience with Chinese machinery and required technical training and on-site construction guidance to support the development of the local underground power grid.
Multiple Construction Challenges in the Project
· Limited hands-on experience with the equipment among the construction team: The client’s crew had little practical experience with horizontal directional drilling and required training in rig operation, directional control, and pipe welding;
· Cross-border language barriers: Local staff primarily speak French but can communicate in English, while our technical and business personnel use English.
· Complex river crossing conditions: Drilling must reach a depth of 9 meters within a horizontal distance of 30 meters. The client’s original construction trajectory plan failed to meet these requirements, necessitating an urgent re-optimization of the guidance route upon arrival;
· Challenges in personnel safety management: Local construction workers lack uniform operating standards, and teamwork among crews is insufficient, making them highly prone to quality and safety incidents such as borehole collapses, drill pipe damage, and welding leaks.
Core Project Service Objectives
Provide one-stop on-site training in drill rig operation, directional control calibration, drilling fluid formulation, and PE pipe heat fusion welding; rapidly establish a local directional drilling team capable of independent operations; transfer proven domestic trenchless construction technologies; and support the localization of overseas infrastructure construction.

Construction Process
The total length of the project’s main pipeline is 238 meters, divided into three sections for the differentiated installation of multi-specification PE power conduits to meet the municipal multi-circuit power supply requirements:
Section 1: 128 m (5 days): Complete the full construction of the first 128-meter section of the pipeline. Conduct on-site re-surveying of the terrain, identify underground utilities and geomagnetic interference, and re-optimize the guidance trajectory; Completed comprehensive maintenance and commissioning of the ZT-16 directional drilling rig, guidance system, and mud systems; drilled the pilot hole while strictly controlling drill pipe curvature; conducted six-stage reaming from 200 to 600 mm, while simultaneously providing hands-on training in rig operation, directional control calibration, and PE pipe heat fusion welding.
Second Section, 60 m (2 days): Completed the directional drilling and reaming operations for the 60-meter second section of the pipeline. Reused the proven construction trajectory, focusing on reinforcing training for the novice crew regarding mud mix ratios and in-hole torque monitoring. Standardized welding procedures—including pipe fusion temperature, pressure holding, and cooling—to address operational shortcomings among local personnel.
Third Section, 50 m (1 day): Leveraging the operational experience gained from the first two sections, we streamlined the survey and preparation processes to rapidly complete the 50-meter pipe steering and reaming operations. All three pipeline sections passed construction acceptance inspections, successfully completing the entire 238-meter PE power pipeline pre-buried crossing.
